Importing goods into Canada can be a complex process, especially for small businesses. One
key element is the Canada Border Services Agency’s (CBSA) Assessment and Revenue Management portal, commonly known as CARM.
Understanding CARM and its importance is critical to helping small Canadian importers save time, reduce errors, and stay compliant with customs regulations.
What is CARM and Why It Matters
CARM is a new digital platform introduced by the CBSA to modernize the way importers interact with Canada Customs. It replaces older, manual processes with an online system that allows importers to manage their accounts, submit payments, and communicate with Customs more efficiently.
Tips for CARM Portal Registration
Registering for CARM is straightforward but requires attention to detail. Here’s an overview:
Register for a Business Number (BN9)
If you don’t already have a business number from the Canada Revenue Agency, you’ll need one. This number identifies your business for tax and customs purposes. You can find info about registration here.
Access the CARM Client Portal
Visit the CARM website and create a personal profile using either a secure sign-in partner or GC Key.
Register Your Business
Confirm your business details, contact information, and import activities in order to register your business. If your business is already registered on CARM, you can request access to your employer's CARM account. If you need help, let us know!
Provide Access to Your Customs Broker
If you choose to use a customs broker, you need to give them access to your CARM account. Your broker can send you an access request which you will need to accept in CARM.
Review Release Prior to Payment 'RPP' Requirements
The Release Prior to Payment programs allows your shipments to cross into Canada without prepayment of duties and taxes. Review RPP and financial security requirements under the Financial Information tab. If you need assistance with a bond, we can help.
There are some common errors and roadblocks that Importers face during CARM Portal registration. If you do get stuck, please reach out and we will do our best to assist.
Advice for Small Importers Using CARM
To make the most of CARM, small importers should consider these practical tips:
Keep your business information up to date in the portal to avoid delays.
Use the portal to stay on top of Customs debts and payments.
Prepare accurate documentation to reduce the risk of customs holds.
Reach out to your customs broker or CBSA support if you encounter issues.
