What is CARM? CARM (or CBSA Assessment and Revenue Management) is a project of the Government of Canada that aims to streamline the process of importing commercial goods into Canada. With CARM, the Canada Border Services Agency (CBSA) intends to modernize their accounting and data management systems to: - Simplify the importing process - Allow importers to manage their own trade activity - Improve compliance with trade rules and regulations - Increase border security CARM is a huge change for everyone in Canada's supply chain industry. If you plan to import commercially, it is critical that you get to know CARM today.
I only import a couple of times per year. Do I still need CARM? Yes, all Canadian commercial Importers are required to participate in CARM. This applies whether you use a customs broker or not.

Do I need to register for an RPP bond? In order to maintain Release Prior to Payment 'RPP' privileges, all importers will be required to post either a cash deposit or a security bond as of April 19th, 2025.
